As far as I can tell, "web3" is just shifting centralization from the web servers of webs 1 and 2 to the blockchains that maintain the proofs of ownership, existence, etc. The blockchain assumption of web3 means there will be silos no less grand than Google, Amazon, and Facebook with all of the attendant drawbacks.
